It's rough because you NEED Raikou but it could take forever to get it without the rng manip it seems Raikou was RNG'd for both location and stats. Without RNG manipulation, getting a Raikou with good stats is something you could spend a month on and come up empty. RNG manipulation is necessary. I think it's technically possible to RNG the proper Raikou from scratch when you initially trigger its release. However, it is prone to failure if you mistime the RNG manipulation and retries are lengthy. In normal gameplay, you would do the RNG manipulation for a high stat Raikou after you beat the game and have all the resources you need on hand. As a result, RNG guides are focused on that scenario. I guess the GDQ timer being slow would explain that. Edit: Actually I got that backwards.
